I don't think the weapon makes her at all.

But I do know she's not 100% normal either. She's in the same boat as Roshi, Gohan, Ox, and more.

I still don't feel Videl and Hercule should be as low as 10 though.

BoDB Goku was 10, and he was no where ready for a tournament without training, according to Master Roshi. Hercule won a tournament, and Videl is believed to be even stronger than him, so I'd put them in the 100s. Not sure how high up in the 100s though.

Hercule and Videl had it easy when their tournament time came around.

Goku had to train for the tournaments to compete against abnormal martial artist while Hercule and Videl were more for cameras and fame.

 But Hercule hasnt displayed any of the feats that BODB Goku could.

Goku gets shot by a bullet and isnt bleeding out

Mr.Satan gets shot by a bullet and is dying

Videl is only a little bit stronger than Mr.Satan and flying doesnt mean a power increase BTW

As much as I like your reasoning, we can't know that Hercule didn't fight unusually strong opponents. No, none of the Z-Fighters competed, but people like King Chappa and Nam could have competed. Of course, that is never stated, so we wouldn't know and it would be stupid to speculate.

Bottomline is, Chi-Chi is exceptionally skilled and would probably kick Videl's butt.
